February 9. - The principal business of con gress was the counting of the electoral vote in (lio hall of the house. The galleriea were filleil with spectators and tho privileges of the floor were given to ladies who could not otitain seats in the galleries. A few minutes after twelve, the Vice President and senate arlivt'il. The count was made, and the result v;fl declared by the tellers as provided for ly tlie joint resolution recently passé 1 by botb tiouseg. The Vice President then declared Ghofield and Arthur elected Presideut and Vice President of the United States. After returning to its own chamber the senat passed the pension appropriation bilí. The house of representativas, after tlin conclusión of the count, considered the legislativo, cxecutivo and judicial appropriation liill In conumttee of thewhole. The committee rose and the hill was passed. After a controversy as to the order of business, Mr. Frye (Rep., Me.) reported from the committee on rules a resolution providing that, when the morninK hour is dispensed witb, it shall be set apart at a tiuie when members can ask to pass bilis on the calendar by consent, five objections being fatal. The resolution passed. Feb. 10- In thesenate the bill appropriating .f200,000 for a hall for the deposit of governmeut records was passed. A committee was appointed to arrange for the iuauguration of tlie President The postal appropriation bill was taken up, and the amendinents of the senate committee, with one exception, wen arreeil tn Mr, Pj.'Kl 'Dem.. A1' " -" aniendment appropriatinsr '9 i,ÓOO,000 for the establishment of lines of American iron steamers. The amendment, after debate, was ruled out of order. Mr. Maxey (Dein., Tex.) appealed from the decisión of the chair, but without action, the senate adjourned. The house went into committee of the whole on the river and harbor appropriation bill, and a very lively episode occurred between Messrs. Rejisan (Dem., Tex.) and ' Cox (Beni., N. Y.) Mr. Pape (Rep., Cal.) said that the Pacific cost liadu't got its share. Considerable recriininaHon was indulged in between representatives of various locaïities. A reading of the bill for amenaments was demanded and sustained, 152 toB. February 11. - In the senate a number of new bilis and resolutions were introduceii. Mr. Wallace (Dein, Pa.) spoke at length on his coü8titutioual amendment for the election of presidents by electora chosen by district. The consideration of the postal appropriation bill was resiimed in comniittee of the whole. Mr. Maxey's appeal from the decisión of the chair ruiing out of order hi9 amendmeut ndding $1,000,000 for iron mail steamship routes, was Bnstaiaed byavote of 29 to 15. Mr. Hanilin (Rep., Me.) then proposedanother amendment ubstitute for thatof Mr. Maxey. Without action the senate went into executive session ainl soou after adjourned. In the house of representaties the time was Muiinly speut on the private calendar, and sonie two dozen pension bilis were passed. February 12. - In theeenate a resolution inviting foreign countries to take part in the New York world's fair of 1883 was passed with - out delmte. A number of bilis were introduced. The postal appropriatiou bill was taken up. Mr. Hamlin's amendment appropriating $1,000,000 for ocean mail steaniBhip liues was votod out of order, by 26 to 17. After brief din cussion of the bill, the senate, having no quorum, adjourned until Monday. In the house of representatives Eads' slijp railway liill met a speedy quietus, being laid on the table, on inoüon of Mr. Cox iDem. N. Y.) by an almost unanimous vote. February 14.- In the senate a very iarge number of petitions for a proliibitory amend ment to the constitutión was presented. A number of bilis were reported from committeer and ilaced on the calendar. After other Imsi neas, the senate took up the postal appropria1 ion bill, and various propositionsto amend the bul liy adding appropriations for ocean mail routes were voted out of order. The bill was ihrn reported to the senate and passed. The deatb of Representativo Wood was announced iul the senate adjourned. In the house of representatives a number of billa were introduced and referred. District business was then considered, the death of ido Wood (Dem., N. Y.) announced, an appropriate speech made by Mr. Cox (Pem., N ), and a committee appointed to atténd the funeral, after which the house adjourned. February 15.- In the senate, after several reports from committees, etc, the house fundios bill was taken up, and Mr. Bayard (Dem., Del.) explained the proposed senate amendments to it. A numbei' of the propoeed amendruente were adopted. The Democratie senators debated at some length on the proamendmeut to fix the rate of interest at SU, per cent. Mr. Kirkwood (Eep., Ia.) submfttwl an amendment lOoUng to receipt9 of public subscriptions to the new bonds at all national depositories. Without action on tither amendiuent, the senate adjourned. In the house of represtntatives Mr. Blackburo presided, in the absence of the speaker, and a nuniher of bilis were reported and place I nn the calendar.
