The bill provides that the Becretary ot war shall assume tull control over thte station now in course of conetructlon, and all piers, breakwaters,docks, etc., pertaining thereto, including channelfl and approaches to said harbor, and the secretary shall prescribe such leglslation as he sLall deem needinl to fully protect ana preserve said harbor. The bill fnrther provide that the secretary of war shall appoint, upon the reeommendaüon of the engineer offlcer in charge, of the work, a custodian of said harbor and the Improvements aforesaid. Said custodian shall have power to direct and regúlate the stationIng and anchoring of steam vessels and water craft in said harbor and the mooring thereof and laying out and discharging of oargoes and ballast in snld harbor; and it sball be the duty of said custodian to ieport to the U. 8. attorney all violations of this act, etc. Kegnrding the governiuent taking control, the report says tfiat the necessity for control of the harbor of refuge at Sand Beach by the government is shown by the experience of the past season, during which boats and veesels persistenüy crowded together and made fast to the break - watertin such a manner as to interfere with the work and the constricüon and use of the harbor by others, compelling vessels to slip their cables and leave the harbor during gales.
