Registration In Michigan
Attorney-General Van Biper has given an opinión as to the proper construction of the time within which registration of voters should take place, under Act 142, laws of 1881. Many have construed the law to lequiresuch registration to take place at the meeting of the board of registration, and at no other times, which would be an impossibility. The attorny-general first calis attention to the various acts providing for registration, ana says : -rne { tration to be made this f all, and that of ( every ten years tbereaf ter, is to be made as provided for registrations since 1859, which may be found in sec. 169, 0. L., 1861, wherein it provideithat aftertbe year 1859 it shall be the right of any such qualiaed elector residing in the township, and entitled to vote at the next election therein, and whose name has not been registered, on any day, except Sunday, the days of the ses3ion of the board of registration, and the days intervenin g between them and the next approaching election, to apply to the township derk, inperson, for the registration of his name, and if, upon such examination as is required by the next section of this act (Sec. 170, C. L. 1871), the clerk shall be satisQed that such pUcant is a resident of the township, md otherwise qualiüed and entitled to vote in such township at the then next election to be held therein, the name of such applicant shall be written either by himsell or by the clerk upon a separate paper, to be kept by the clerk, his residence described, and the date of the entry noted, etc, which paper shall be laid before the board of registration of each township, at its next meeting, for examination and review, and the names of such persons appearing thereon as the board snau oe 01 opiniou are quaiifled electora at the then next election, and entitled to vote thereat, may, by some member oL the board, and under their direction, be enteied in the proper register in the manner above set forth,' " etc. Iu summing up the case theattorney general says: "It will thus be seen that electora need not wait for the meetings of the registration t-oards, but may as above stated, cali in person upon the township clerk.leave their namea with him, and thus secure their registration. I am therefore of the opinión that the registration of names as above provided, and as registered since 1859, wiil be valid, and in accordance with the existing
