Senator Cullom introduced in the Senate joint resolution proposing the lollowing amendment to the constitution. XHTICLI XTT. Section T. The only institutlon or contract of marriage within the United State or any place subject to their jnrisdictiun hall be that of the union in marriage o( one man with one woumn; and bigamy or polyeamy ís forever prohibited, any faw, custom, form, or ceremony, civil or relieious to the contrary notwithstanding. sec. 2. No state hnll pass any lavr or allow any custom, form or ceremony ot marriage, except In obedience to the intitutionof marriags as herein defined and txtalilished ; but o ther wise, the regulation within each state of marriaee and divorce, and civil and criminal jurisdictlon over these subjects, shall belong to the several itates as heretoforo.
