It is the first time when a coerción bilí, if passt'd, is to bepassed by F.ngland's vote alone against the voices of Scotland, Irelaml and Wales. It is the rïrsl time when such a bilí will have been passed ander the sectlon nf nonseholders at large, neverenfranchised beforethe last elections, vi: 1S85 and 1886. It is the first time coerción has been proposed without an atteinpt by the ministry to show, what we know Ihey cannot show, a state of exceptional. flagrant or giowlng crime. If England is to coerce Ireland for crime, Ireland can reply that, relatively to the population, sin; has less crime tlian England. ín my opinión, the rejection of the coerción bilí is even more needed by England than by Ireland. For Ireland, it is a queslion of suffering, and she knowx how to suffer. For England, it is a question of shame and dishonor, and to cast away shame and dishonor, is the first business of a great nation.
