Consuls Appointed

Washington, Oct. 28.- The Venezuelhas appointed Julius G. Lay of the District of Columbia, consul at Windsor, Ont.; Samuel M. Simmons of Texas, consul at Piedras, Negras, Mexico, and John F. Volls of Louisiana, consul at Matamoras, Mexico, all these appointments being promotions to flll existing vacancies.
