Good roads in England are not the re snit of teaching in the public schools or of sentimental agitation. They are a practical detail of cwamon sense, effl cient local administration. Nobodyever feels caJled upon here to preach the gospel of good roads. The English people have them because theypayfor them in loca) taxation and insist upon having them kept in order. The poorest rustiĆ³ loves the country road which leads to bis humble cottage. It is hia pleasure ground - his rightful share in the goodly heritage of a well governed country.
