Washington, Jan. 12.- The general arbitration treaty between Great Britain and the United States has been signed, Sir Julián Pauncefote and Secretary Olney affixing their signatures to the document Monday. Of course the treaty, unlike the Venezuelan agreement, must be submitted to the United States senate for its approval, and in view of the short time remaining of the present session of congress, every eifort will be made to have it submitted to that body at the earliest possible moment, probably within a day or two. While full details are not yet obtainable, it can be stated that ampie provisión has been made to guard against a fallure of the arbitrators to agree through a tie vote. Proper provisión has been i. j.fte in such case for reference of the matter to a deciding authority, who will be flxed upon in each case by the tribunal itself. It was Secretary Olney's insistence upon the absolute necessity of guarding against a t!e vote which led to a delay in the final draft of the treaty after the details had been adjusted to the common satisfaction of the representatives of the two nations. The general arbitration treaty and the president's letter urging its ratiflcation were sent to the ssnate Monday afternoon. They will be laid before the senate in executive session and not made public for thè present at least.
