REPORT OF CITY ENGINEER. To the Board of Public Works : I herewith submit you a report of the condition of the Engineering department at the close of the year 1896. During the past year the most important improvements carried on under the supervisión of the department were the construction of a sewer in Lateral Sewer District No. 5 and the macadam izing of Detroit street. A detaüed report of the cost of macadamizing Detroit street has already been presented to the l'.oard and has been spread on the record of the proceedings. The cost of sewer construction will be found in a following table. The method of letting the contract for the work was in accordanee with the suggestion made in the Engineer's report ■ of 1895 and has proven satisfactory to the city's interest. The accompanying schedule or tabulation shows the changes in the inventory of the matter on tile in my office, with one exception the items are additions to the list as submitted at the last animal report of 1895. It may perhaps be in order to note a few ideas which in my judgment would be of benefit to the city's good if properly carried out. 1. That before paving or otherwise improving permanently the street all gas, water, sewer pipes' be extended to the curb line so that the roadway proper may have time to become thoroughly settled: this work should include storm sewers extending to the natural water ways. 2. That the question of drainage in portions of the city is becoming a ser ious one, and that steps towards securing right of way for drainage purpose should be obtained before property be comes so improved as to make it either impossible or at least very expensive. 'd. If possible that the rules for plumbingbe revised and tlieordinances under which Uiey have etïect be changed so that all ambiguity is removed, and that ofïending parties can be reached in aa elfective manner. Jn conclusión it may be well to mention that work has already been begun on making grades for all streets and sidewalks witbin a district which has been talked of í'or a paving district, also there is under consideration a plan for a storm sewer system which work will be regularly taken up as the weather and the regular duties of the department will permit. I began a personal inspection of the Bewer Bystem of this city with particulur attention to the flush tanks, vvhich at this time were all shut off, with a view to regulating the flow so as to keep the sewers in a sanitary condition without an unwarranted waste of water. This result has b een accomplished in a manner as satisfactory as present cas permit and all Decessary tanks are in ope.atioQ. To the Board of Public Works: Gentlemen: - I lierewith submit for your consideration a detailed statement of cost of improvements made on Detroit street, and of such other work as was rendered necessary on account of the same on Fuller street and üivisior street, also work on Main street, Ashley street, Kingsley street, Catherine street,, Fifth avenue, Depot street, Summit street, ï'elch street, División street and several others. There were several circumstances. whlch hindered the work and which added to the expense account. .Among these, was tlie delay caused by the street railway, another was the necessity of lowering nearly 400 f eet of storm sewer, another was having to wait l'o line stone for choker. These delays deprived us of some o: the best weather for work and made i necessary to repair some work airead} eonstructed. These vaiïous deiays have no doub increased the cost of this work not less ihan $500. Tlic following statement shows in quite f uil details the locality and nature of the work done and the expense in curred. It ís estimated that the costo: crushing tlie stone whs 20 cents per cubic yard. The gravel taken from JJe troit street was eharged to other streets at bare cost of cartingaway and spread ing.
