Constantinople, July 13.- -The Tui'ksh ministers, at a special session of tho cabinet yesterday, discussed the ■eplies of the powers to the circular note of the porte. Notwlthstandlng the unfavora:ble charaeter of the responses, a. large majority of the ministers have reiterated their fortuer adTice to the sultan to insist upon the 'eneios frontier. It is believed that the porte ín naiutaining this attitude is acting upoa the conviction that the powers will )e unable to agree among theniselves on any ineasure of coerción.
