Madrid, March 17.- A semi-officia. agency publishes the following announcement: "It is iiEeless to talk o the sale of Cuba. Rubens, counsel of the Cuban junta ii this city, in speaking cf the propositioi to buy Cuba from Spain, and therebj end the present war, declared that il was simply impossible, as the insurgents would never agree to any suct plan. The only way that a syndicate coulc figure in any scheme oí the kind woulc be in case Spain decided to give Cahi her freedom on the payment of an indemnity by the Cuban government. Mr Rubens added that the insurgents, te end the terrible sufferings of many in nocent people on account of the war might be willing to accept a proposition to pay an indemnity to Spain U evacúate. The insurgents, however would not pay more than $100,000,000 If, however, Spain would agree te accept an indemnity for Cuba's free dom, Mr. Rubens said the Cuban! would have no trouble in getting thf money. The government of the youns nation would issue a series of bonds which could easily be sold. Bonds te a limited extent would also be issuec to pay the soldiers who have fought ii Cuba's cause so long without remuneration, to relieve the distress on th( island and to help the tillers of th soil until they could once more makt a living on the land. Mr. Rubens thought such a solutiot of the whole Cuban trouble was possi ble and even probable. If pressure wat brought to bear on the Spanish gov ernment at this time. Washington, March 17.- Interest ir. the Spanish question has been trans ferred from the executive mansion te congress, where the democratie representatives are unable to determine whether it is better politics to heli adjourn the house or to keep it il. session. As the situation stands now, tht democrats voting solidly, although in the minority, can prevent an adjourn ment. Enough republican memberi are pledged to vote against the adjournment programme who, if added t( the democrats, can override Speaker Reed and prevent adjournment. Report Will Soon He Receivod. Washington, March 17.- Judge Advocate Marix of the Maine court of inquiry will be in Washington "this week." He notified a friend to that effect in a confidential letter which was received this afternoon. He does not state whether he is coming alone or whether the other members of the court of inquiry will be with him. If he comes alone he will undoubtedly bring Uw report with him. If his assomay elapse after their arrival in WashCiates accompany him several days ington before they report their findings. In either event the departure of one or more members of the court of inquiry from Key West nortliward will be a signal for a fresh outpouring of disquieting rumors as to the tenor of the report, and the public has an ordeal before it in withstanding this bombarde :5t IMvliling Up tho Hllltia. Mich., March 17.- The first symptom of war, so far as Michigan is concerned, carne today, when the state military board received a request from the war department that each company of Michigan troops be dividpd into squads of eight men each, in charge of corporals, and that complete lists of these divisions be reported at once to the secretary of war, thus insuring getting troops out in the shortest possible order. More than two years ago the second regiment was divided in this manner, and so is ready to move at a moment's notice. Nlght Work Done on Cruisers. Vallejo, Cal., March 17.- At the Mari island navy yards 400 men are now at work, most of thern being engaged in preparing the cruiser Charleston foi sea. Work begins at 3 a. m., and ex. cept for an intermission of an hour at noon is continued till 10 p. m. Temporary electric lights vere put aboard the Philadelphia and the vessel will soon be got ready for active service. :lUan Warshlya BffUt by ü. London, March 17.-The final contract providing for the sale of the war ships Amazonas and Almirante Abrouall to the United States has been signed. The price is something over $2 - 500,000 for both ships. An American crew is expected here from Lisbon at once to take possession oí tlift Amazonas Friday. Qulet Begtored iti Bombay.
