Paris, March 17.- The Aurore affirms that the Prench fleet is being prepared for mobilization, adding that feverish anxiety' prevails at all the arsenals and shipyards, at which work goes on until 10 o'clock at night. Tha Aurore says the French northern squadron at Cherbourg is ready for immediate departure. The ships, it appcars. are being swung during tlie night for the adjustment of their compasses. Finally, it Is asserted that in order to complete the necessary number of officers, second-year students are to be appointed midshipmen, and all the admirals have been instructed to arrange to reach Paris within twenty-four hours ai'ter being sumnioned. San Francisco, Cal., March 17.- The Chronicle says: More than 100,000 head of cattle will starve to death in California this year unless the government can be persuaded to speedily modify the quarantine lines againgt the splenetic or southern fever. Nevada stockmen are desirous of purchasing in California and California stockmen are anxious to sell or send their horses and stock to Nevada, but nothing can be done owing to the quarantine regulations against a disease which does not exist in California, which prevent the transportation of the animáis to the north or to the neighboring state on the east. Senator Stewart of Nevada and Gov. Budd of California have both taken vp the matter and a representative of the cattlemen has been sent to Washington to endeavor to have the quarantine lines moved farther soüin, New Hawaiian Move. Washington, March 17. - The senate committee on foreign relations today agreed to recommend that the Hawaiian islands be annexed by legislation in open session, and agreed upon a joint resolution for the accomplishment of this purpose, which Senator Davis was authorized to report to the senate. Later, in the senate, Chairman Davis reported a joint resolution providing for the annexation of the Hawaiian islands. The joint resolution went to the calendar. San Francisco, Cal., March 17.- Reports from all sections of California show that the erop conditions throughout the state are critical. A heavy rain within the next few days would save the grain, and insure good crops in many places where otherwise there will be scant harvests. The damage to fruit by the frosts of last Sunday is less than was feared. Board Bark at Key West. Key West, Fla., March 17.- The United States lighthouse tender Mangrove arrived here this morning from Havana, having on board the members of the United States court of inquiry, appointed to inquire into the loss of the battleship Maine. Canea, Island of Crete, March 17.- The Germán flag was hauled down today and the Germán marines who have been doing duty ashore embarked on board the Germán battleship Oldenburg. Constantinople, March 17. - There was great excitement at the Yildiz palace yesterday evening owing to an outbreak among the Albanian and Kurdish troops in the barracks.
