Stewait L. Woociford, is compelied to leave. It is known, however, that no instructions have yet been received by Gen. Woodford to place American citizens and their property under the pro tection of the British representatives. The prevailing impression in politcal circles is that Spain will strive to the irtmost to avoid war, but doubts as to her being able to do so are expressed in all quarters.
