For Private Fortifications
Washington, April 5.- Chairman Cannon moved to suspend the rules of the house to pass the joint resolution allowing the erection of fortiflcations on private property, after unanimous con sent for its ccnsideration had been refused by Mr. Bailey. - The chief of engiaeers recojM H the passage of the resolutiojd Mr. Bailey naid hagwfl cali attention of the house to the fact that it had been in the last thirty days called upon to vote emergency measures, yet the house was not in possession of any information showing that the administration thought there was any extraordinary emergency confronting the country. He said congress ought to know what the administration is doing and intends to do. The demócrata were ready to assist in the proseeution of a war to a successful termination. Mr. Lentz (dem.) of Ohio offered a belligerency amendment to the resolution. Mr. Williams (dem.) of Mississippi, member of the committee en foreign affairs, opposed the amendment for belligerency, saying he thought it inopportune at this time. "We should all move in a solid phalanx when the time comes." He said that the democratie side of the house had expressed its views and now it was time to wait. This statement was considered significant, as Mr. Williams had but half au hour before emerged from the foreign affairs committea room. The Cannon fortiücations resolution was passed.
