Madrid, April 3 (delayed in transmisBion.) - It is reported here that an armistice in Cuba may be proclaimed within two days. It is claimed that the earlier reports on the situation are somewhat inaccurate. Wb.at really occurred was substantially as follows: The pope sent an eloquent telegram urging the queen to grant an armistice to Cuba in view of the negotiations now reported to be going on between the insurgents and the Cuban authorities for an early conclusiĆ³n of a permanent peace. The pope dwelt on the suffering on the island of Cuba and urged action upon humanitarian and non-political grounds. It is claimed by the Spanish authorities than an armistice may yet be arranged with the Cubans, one single condition remaining open to discussion.
