Washington, April 7. - The views of Sir Richard Webster as to the right in the event of war of search of neutral ships by Spain or the United States are concurred in by the state depaxtment. It is pointed out that the capture of contraband is legitÃmate during hostilities, and that search is necessary to determine the character of a ship's cargo.
