Hoar May Be Commissioner

Washington, June 30.- It is expected that President McKinley will soon name the American commissioners to attend the joint conference at Ottawa. Canada, in the f all. lt is understood that a senator, probaoly Senator Hoar, will be anrong: those designated to represent the United States. It ;S quite likely also that John W. Kasson and John W. Fostei will bs on the commission, as each ha= taken a part in the preliminary negotiations. The president is deeply concerned at the action of the senate appropriations committee in striking out the clause appropriating $50,000 to defray the expenses of the joint commission The appropriation of the money for expenses does not in any way commit the senate to an approval of the treaty when it is submitted to it.
