Oshkosh, Wis., June 30.- With consent of the mayor and the sheriff Gov Scofield has decided to withdraw four companies of infantry, numbering 300 men.Ieaving the light battery and light horse squadron to take care of the strike in connection with the 300 deputy sheriffs and special pólice already i sworn in. The infantry will leave for Milwaukee on an early train this afternoon. Everything remains quiet and orderly and it is now thought the battery and cavalry may be withdrawn in a day or two. The effórts to settle the strike by compromise have resulted in failure, owing to the firm refusal of manufacturera to treat with the strikers as unión labor. Strikers would undoubtedly yleld if the union were recognized and some small concessions in wages allowed. I. R. Mills Nomlnated. Victoria, B. C June 30.- Chinese advices say that owing to the scarcity of rice a famine riot occurred at Wenchow May 19.
