At 3 o'clock yesterday afternoon the terms of surrender by which Santiago and the entire eastern portion of Cuba is turned over to the United States were arranged between the American and Spanish coinmanders. The Spanish leave everything intact in the place which they evacĂșate and the Spanish soldiers will be sent home to Spain. The American army will be taken north for rest and fresh forcea will be hurled on Porto Rico.
