When the mayor's gavel feil at S:lo o'clock last Monday a f uil council was present. The early part of the meeting was exceedingly tame and commonplace and was concerned chiefly in authorizing the payment of the regular monthly "bilis;. Charles McCormick asked permission to construct hay scales on E. Cross st. in front of his place of business, and was referred to the committee on streets and walks. Sarah Merritt presented a. claim for $200 damages in consequence of injuries sustained by falling on a defective sidewalk on Hamilton st. Her claim was not allowed. A walk was ordered built on the north side of Chicago avenue south of the vacant property called the "back lots" within 15 days. Mr. Stevens, superintendent of grounds and walks of the Normal, asked that the school be allowed to construct a temporary walk trom tne training school to the western boundary of the campus, to last until spring-, when the department will have sufficient funds to lay a stone or cement walk. The council gave the desired permission. The committee appointed to investígate the matter of flre alarms recommended that the Gamewell system be adopted. This recommendatlon jws not accepted. There was considerable talk over a defective sidewalk recently constructed by Stephen Hutehinson on Lincoln st. The matter was settled by adding that the walk be built to the grade to be furnished by the city surveyor. Property owners on S. Summit st. were directed to see that their walks conformed to the authorized grade. When Aid. Schaffer finally rose and moved that the coujjcil reionsider tho recommendatinn for su "turu-out" mitted by the D., T. & A. A. road a distinct ripple of excitement passed along the line. The motion was suppurted and was carried over the dissenting votes of Aids. Dawson and Davis. Aid. Schatter then moved that the recommendations be accepted.an act which instantly brought Aid. Davis to his Jfeet and drew from him a long list of weighty arguments "con" the question. Aid. Schaffer valiantly defended his position, and when the vote was taken it was seen that Aid. Schaffer had carried the day and had left Aid. Davis but two sympathizers, Aids. Van Fossen and Dawson. After the "turn-ouf question had been settled, the members feit that they had done their duty and that it was then time for adjournment. The physician attending Miss Millie Young reporte that her condition is steadily improving. There seems now to be a ood chance of a complete and speedy recovery.
