New York, Oct. 4.- A dispatch to the Herald from Havana, dated yesterday, says: "The American commission held a session yesterday to consider the Spanish reply on evacuation and a request for a joint session tomorrow. The Spanish reply does not insist on Nov. 1 as the date to begin the evacuation, nor on April 1 as the date on which it shall end. "The commission also discussed the report made by Capts. Page and Brooks, in which they made the following recommendations: "1. The revocation of the arbitrary laws of reconcentration, which were still extant wherever we went, and are probably existing elsewhere in the island. "2. The immediate evacuation by the Spanish troops of the district of Remedios, in the province of Santa Ciar, and the removal of Spanish rule therafrom." Sick List at the Precldio. .
