Washington, Nov. 20. - The postmaster-general has amended the order of March 30, 1901, so that hereafter gifts or souvenirs of dutiable character addressed to people in the military or naval service, in the Philippines, connot be admitted into the mails for those islands without paying the usual duty thereon. Similar articles, however, addressed under similar circumstances from the Philippines, will continue to be admitted to the mails whether dutiable or not.
