Washington, April 23.- The attitude of the administration toward officeholders who become candidates for elective offices is indicated in a telegram which Postmaster-General Payne sent to a newspaper at Spokane, Wash., in response to a query. Mr. Payne wires as follows: "If the assistant postmaster accepts the nomination and becomes a candidate for mayor he will be expected to resign his position in the postoffice."
