A wtíut in Harper'a Weekly recently gave tip.' foilowing description of mendinj a natioaal road in Francp: "With tho beginniogof October and the rainy season an inspector comes out - thougu for that matter lio isalmost alwaystravcling up und down- folio wed bya largo gang of men, one or more steam rollers, which, f the cüstrictis far from atown, pull after them gypsy vans in which the men live. The properly broken stono is then spread evenly over tho road, the Intersticee are iilled up with smaller Btones and nebbles, the refuse from the larger stuff; over thia is spread a layer of chalky or clayey earth, which had been c.-irted and "heaped there in neat pUes durjng llie summer; what we would cali musli molly is made out of the whole mass with water from tho gutter, which the englne of tho roller pumps through a. hose; the eteam roller next parade up and down the surfaco for a day or 80, boards and guarda are put up to keep the pasisers by from driving on the grasa, and by the muidle of winter the whole surface is perfect; eo perfect is it that in a ride through the Vosges in the early spring, although therO were high snow banka on both sides, tho road haring been cleared, and although frost waa coming up out of theground, it was oomparatively easy to rido on a Ught bioycle instoad of being obltged to pull the machine through a sea of mud,"
