Carstet)8, who hm been traveling through England Iielgium, France, the Kli int' countries, SwiUerland, Austria, Uu varia and Bohemia, liad reactied Carlsbad on the middle of tliis month, writing to a friciid under date of July IC, the doctor has tliis to say in regard to European sentiment coucerning America and the McKlnley bill: "In my tra veis I have tried to study the geológica] lay of the land, as wi-11 as the beautiful flra; refreslied my kuowledj;e of the relfin of the Kameses, aud slmlied the present political status of countries; I have tried to investígate business and manufactories; looked into the social, política! and moral state of the people; in short, have eneavored to flnd out all I could about every po-sible subject, from science to pavlnj, from medicine to faruiiug, from art to the labor question. Meeting; and lalkin;r in three languages with all kinds of people, but especially witii weli-to-do business men and manufacturers, not to mentlon army offleers wlm, I should think, have no Interest in the question, I was peculilarly struck with this one point: Everybody, I might ay without excaptlon, when they henrd I was trom America, would Immediately ask: "How about the McKinh-v bilí?" and when 1 answertd that I (lid not know, would add: "If It passes it wlll ruin our whole American trade, or our whole busia ess." Naturally I concluded, and told them so, that if the McKinley bill (which might need perfecting in detail) was sucli a horrid tking for Europe it must be a good thing for the manufacturers, business inen, and especially for tbe worklng men of the United States. I have carefully, almost daily, looked over the papers in every town and never found an item about America except it referred to the silvr or tar.ft' bill. They have on use for America except as a dumping grouiut for their over pruduction."
