Whether Governor Hill resigns or retains the Goveniorship, there is ouc act of bis administration which will be regarded with favor by good citizens of all parties. Itishia reconitnendation that the State of New York take action to secure roads worthy of lier greatness and prosperity. No public works enhance tlie reputation, and consequently the prosperity, of a neighborhood so promptly and s largely as good roads. They are the tirst necessity of civilization, and the Burest signa of its ad vanee. Good roads, good schools and good government are closely related, and the prooi of having public sjiii-it in any cominunity is its willingness to niake its local communication as convenient aud as easy as possible. There is no surer siirn of iiitclligence in such a community tlian the resolution that its local taxes, which are largely devoted to road-making, shall be spent only by men who understand that good roads are not made by ignorance and carelessness, but by intelhgence and
