In fact the strtig-g-le has already begun The contest is as vet conducted in avery quiet manner, and is morel y a matter of argument as to whetber or not party policy requires the si] ver bilí to precede or to follow one or more of the tariff bilis. The silver men have urged through Chairman Bland and others tliat the way to prevent tne silver question from being made unduly prominent is to take it up and pass it prornptly. With the silver bilí out of the way public attention would be eoncentrated on the tariff bilis, and by keeping1 that qnestion before tbe public steadilv its prora inence would be much greater than if the silver bilí were sandwiched in between them. In this view they are suppOrted by a very considerable mimber of men who are in favor of rankingthe question paramount to the silver issue and in this elass of membera, sotne oí thcra are on the Ways and Means committee itself.
