The govertiment says in the first article that the right of association may be enjoyed without any previous authorization, but the seeond artiele beg-ins by enumerating: tiie conditions under which assoeiation will be tolerated. A declaration inust be made as to the name and object of the association, its list of members and headquarters, and a full statement must also be f orthcoming as to its foreig-n members or correspondente. The points, however, which espeeially affect relig-ions associations are these: Every member of an association. shall have the right to withdraw at any time and to demand that liis tributions be paid back, and to this demand the assoeiation shall not have ;he rig"ht to oit'er any opposition. The law also enjoins that no real estáte shall be owned exoept such as is absolutely necessary, and tlmt hospitals shall not be used for purposes of installation or residence.
