Bbkuh, Feb. 17.- In tlie Reichstag to-day, apropos of a sug-g-estion that the remedy for the practice of ill-using soldiei-s in the (ierman arniv is public courts-martial similar to the Bavarsaü system, Chancellor von C'aprivi admitted that the Bavarian system had advnntag-esover the Prussian system of private trials, but at the sume time he held that the proposal to supersede militiary judg-es by lawyera was a grave one, and he doubted whether the change would have the desired efïect. He promised, however, to introduce a bilí amending the eourtmnrtwl procedure. He expressed the hope that tlie discussion would not foster distrust of officers in the minds of the privatcs. The m-psa r,o Cq;i had badly shined in this respect. The ReichstBg adopted a resolution to modify the reg-ulations in reg-ard to sentries in busy streets.
