Oongressman Cooper, from Indiana, and General Ra urn, Head of the Pension Bureau, have repeat edly liad very sharp tilts vvith each olher and the whole affair seems, to a certaïn extent, to have degenerated into a personal feud between these two gentlemen. George William Cooper was bom in Bartholomew county In diana, May 21, 1851. He received a primary education, frequented the State College, read law and has been in practice for the last l wenty yeairs. He has been Mayor of Coïumbus and was also a member of the last Congress. He is a good speaker and has acquired considerable iníluence on bot h sides, in congress, but has ulded nothing to lrfs lame by hie attempted persecution of Coraraissioner Kaihin.
