A Washington special says: -'The cntting down of the consular appropriation by congress at its last session will have the effect of crippling this important braneh of public service. Considering the size and wealth of the country our consul service is not what it should be. It is not as well supportert as that of England, France or Germany, and is consequently not as efficiënt. ■ It is reported at Washington that the departinent of state, in conseqnence of the reduction of the appropriatiou, will be obhged to suspend the publication of the consular reports that have proved to be so valuable to the country."
