Boston, Nov. 13.- Colonel Pope has ssugd the íollowing petitiou which 1o be oirculated all over the country and sent to congress: "To The Honorable Sena te And House of Representatives In Congress A.'-sombled:- We, the uiidersigned citizens of the United States, hereby most respecthüly prtition that there be founded in the city of Washington in the District of Columbia, a road department for the purpose of promoting knowledge in the art oí constructIng and maintaining roada; and we ask that in such depaïtment provisión be made for teaching studente so that they may become ekilled road engineers. In connection with this road department, we request that there be established a permanent exhïbitkm in which will be ehown sections of roads illustrating various methods of constructing and also the best road materials and machinery. We fuirther petitiou that eongress appropriate fuuds suffkient to erect a erect a building at the World's Columbian Exhibition for the purpose of a eomprehensive road exhibit. "
