The joarnal of the last session was approved. PBTITI0N8 AND COMMTJNICATION8. 2b the Common Councü: The Board of l'ublic Works would recomniend a ehange in the route of the proposeü main sewer, since the flrst route was determinad. The Board engaged Aldernian Man]; to procure a necessary right of way over private property. He reported that this richt of way could not be obtaiued without condemnation proceedings. The Citj Engineer acting under the instruction of the Board, bas draf ted a plan of a shorter roateforthe main sewer, wbicta is more feasible for making connections without crossing the railroads, and lies entirely along the streets, excepting that along the Michigan Central grounds, and the road ve'ry generously offers to permit the city to use their ground tor this purpose. The Board would tlierefore recomniend that the route of the main sewer east of Main street be changad to the following route: Frorn Main street east along Summit street to Fifth avenue; thence north along Fifth avenue to Depot street; thence east along Depot and Cary streets to the east line of State street; thence north, crossing rail way; thence easterly along Michigan Central eompany's land to Fuller street; thence easterly along Fuller street to the river and to the outlet tuereof , south of Bridire Xo 3. Tot i The Boud of Public Works beg leave to submit tlie following report of its doings in the matter of bids (or hard burnt brick, and ior two cars of Portland cement, tor the maiii sewer. The Board caused notice of the City's wants to be publisbed in local newspapera and also distributed among well-known producers and dealers in brick and cements; and as a result, on the dav set for rlosincr snrh nfforo hn iour bids for the brick and nine biils for the cement, of responsible parties and of which bids are submitted lierewitb. All of the bids were for brick and cemeut f. o. b. cara at Ann Arbor, subject to iiispet'tion. Each bid was accompanied by sample of brick proposed to be delivered. All things considered, we reeommend tbat the bid of tbe Ann Arbor Brick Compauy be accepted and that a contract be made witta sueh company for 30,000 or more bard-burnt brick for tbe niain sewer, at their bid, being Í6.26 per tbousand, f . o. b. care at Ann Arbor. We reeommend that the bid of juuis nonue ior two cara of Buckeye American Portland Cement in burlan sacks, $2.í! per 1)1,1.. 880 lbs. net; (4 bags to bbl.), f. o. b. cara Aun Albor. At a meeting of tliis Board and Aid. Martin, Aid. Ferguson, and Aid. Snow, niembersof the Sewer Committee of the Council, the matter of purchasintr 600 feet of 24-in. cast iron pipe wal (liscussed at length, and it was the sense of the meeting that irou pipe should be used where the sewer runs along the river, and where it is liable to be exposed to the lrost. Tu títi ( 'ommon 'm Tour Committee on Finance, to wliom was referred tlie report of the Boanl of Public Works relative to salary of City Engineer would respectfully report as lollows: The matter in question is highly important, affecting'as it does, every tax payer in the city, directly as regarda salaries paid, and by i t'ar greater extent indirectly to the successor failure of the work. Consequently it deserves careful consideration l'rom both committee and Council. U'hile your Committee is of the opinión that $150 per month is not too much to pay to an engineer capable of carrying out the propoaed sewer system to a successt'ul teiminaüon, nevertheless there are various points to be considered in connection with the subject. It is proposed and expected by the Board of Public Works that the main sewer shall be couipleted in from three to four months. During this time tbey propose to hire an assistant to the City Engineer at a salary of $2.75 per day, or a little more than seventy dollars per niuHth. This will probably be money well spent. At the request of the Board, the Cömmon Council has also appointed rror. unas. ü,. breene Consulting engineer, to act witli the City Engineer during the building qf the main sewer. Por bis services during the proposed three to four months. the sum of $500 will be required, being at a rate of trom $126 to $1(50 per uiunth, accottlini; to the time. It will beseen that the salaries of the three engineers toot up to about $370 per month, exclusive of minor help. Adding the Balar of the Street CommissioDer, $66.66, wiio is expeeted to devote his entire time to sewer construction, we have a total of about $4:tó per month to be paid out tor simply directinii tlie work. We believe this borders on extravaeance. So far as your Committee baa been able to ascertain, Mr. Geo. Key is able and competent to direct the laying of the maiii sewer without the aid or a consuiting engineer, and we do not consider it wise or econowical to employ two high priced men to attend to the same work. We therefore recominend tliat Mr. Geo. F. Key be employee! at a salar; i $150 per uiimth, oomoMneiog Sept. 1, 1898, until íurther notice from this Couucil,to take full charge of the laying and construction of the main sewer, under the supervisión of the Board of I'ublic Works, thereby makng Mr. Key responsible lor the suceees or failure of bis work.
