There seems to be no ordinance by whlch common beggars. trampe, etc, can be arrested and prosecuted. Last week a band of gypsies, men and woinen,. perambulated our streets begging for money. At one place a couple of the men were offered sometliing to eat, and at another some old clothes. They spurned the oifers in an indignan t inanner. They wanted it understood tliat they were no common beggars, and they wanted money or nothing. Tliey got nothing. In mauy places, however, where women Avere alone in tho houses they were frightened into giving money. These facts go to show how badly some system is needed to deal with this class of offenders. A chain gang with enforced baths, will keep them away from a place. Some of the gypsies above referred to, the women especially, looked as if they had not seen a washbasin or a drop of water since their birth. Cleanliness is abhorred by tramps and beggars quite as mueu as is labor, and enforced baths alone, might keep the city clear 'Of the nnisance.
