Corociii Chambi í:. I A.nn ARBOK, Sept. lTth, 18Í14. Regular session. President Wines being absent, the Council was called to order by the Clerk Roll oalled. Quorum present. Absent- Aid. Wagner, Ferguson, Kitson, PrettymaD, Pres. Wines- 5. On motion of Aid. Maly, Aid. Brown was elected president pro teni. The journal of the last session was approved. COMMUNICATIONS. FBOM THE BOAKD OF PUBLIC WORKS. To the Cotnmon Cóuneil: The Board of Public Works heg ! leave to submit the annexed bids ! which they received for the construction of sidewalks where not built by the property owners, for your consideration: George Kirn is the lowest bidder for building sidewalks on Catherine street along the north side, between Fifth avenue and Main street; also on Kingsley street in front of the property of Willnmi Burk estáte. William Fohey, Mrs. Neble and John Pfisterer, at $2.80 per rod, and on Chubb street along the property of the St. Thomas cemetery, Henry Manu and the F. L. ' Parker estáte, át $2.10 per rod. í'our j foot walk. N . Felch bids $5.50 for the grading and $2.69 per rod for building walk, and is the lowest bidder for building E. E. Beal's walk on Kingsley street. 'E. C. Jacobus bids $3 80 per rod and is the oiily bidder for building sidewalk on Clark street, along the property of Mrs. Mahany. W. II. Kichmond bids sixteen cents per square foot, and is the lowest bidder, for building artificial stoue walk along the property of the Goodrich eson E. Huron etreet, between the Engine House and the Ilamüton Bloek. All things considered, the Board recommeivds that the above bids be accepted. By order of the Board of Public i Works. W. J. Millek, Clerk. Aid. Manly moved that the report be accepted and adopted, and the Board enter into a contract with each of the lowest bidders. Adopted as follows: Yeas- Aid. To the Conimon Council: The Board of Public Works recorumend and ask for the appropriation of Fiftv Dollars from the Street Fund, for to do the necessary gradingonForest avenue, south of Hill street. A petition signed by John Berger and fifteen others asking the council to order the coustrnction of a cement cross-walk along the nortli sitie oL Liberty street, across Ashley street. Keferred to the committee on sidewalks and streets. President Wines, Aid. Prettyman and Aid. Kitson reported present. ■KJEPOBTS OF STANDIXO COMMITTEE. OEDINANeES. The third reading by sectionsof ''An Ordinance Relativa to the Licensiug ofDogs; and Regulating the Running at Large and Slaying of Dogs." Aid. ïaylor moved that the atnendment to Section One, as submitted bv the city attorney, be substituted for Section One, which amendmeut reads as follows : Section 1. It shall be unlawful for any person owniug, possessing or harboiing, or haviug the care or keeping of any dog, male or female, over the age of three months to suffer or permit the same to run at large in any street, alley, square, commons, or otlier public place, within the city. of Ann Arbor, without ürst obtaining' a license thereforfromthe said city of Ann Arbor, the fee for which license shall be: for a male dog, one dollar; and for a female dog, two dollars, and complj'iiig with the provisions hereinafter set forth. No license shall be granted for a period exeeeding one year. anil all licenses sball expire on the ürst day oí September succeeding their issue. Which amendment was lost. Aid. Brown moved to strike out in Section One. line 3, the word "two" and insert in lieu thereof the word "three" Which motion was lost. Aid. Snyder moved to amend Section Oue, in line 3, after the words "male insert "and a spayed female dog." Which amendment prevailed. Aid. Wood moved to strike out in Section Two. line 4, the vvord "fifty,"' I and insert in lieu thereof the word " twenty-five." Which motion prevailed. Aid. Manly moved the following amendmeht and substitute for Section Nine : Section 9. It sliall be unlawful for the owrer, possessor, keeper, or harborer oí any licensed female dog, knowingly to permit her to run at large while in heat, and it shall be the duty of the pólice of city to seize, take up and deliver to the pound-keeper any such dog fnund runniDg at large in said city at such time. It shall be the duty of the pound-master to serve upon the owner, or keeper of such dog a notice in writing of the impounding of such dog at once, and any such dog so impounded may be redeemed or taken from such pound by the owner or tkeeper of such dog within fortyeight hours after service upon such owner or keeper of said written notice upon the payment to said master of the fees as provided iu Section Fiye'. fn oase the owner or keeper of any sueh dog so impounded shall not have redeemed said doj licieiü provided it shall be the duty of the pound master to kiü the s;nne, or m case said dog is worthyand valuable the same shall be sold by the poundïnaster. at the pound, by public outery, to the bighbest bidder, at the hour of nooii next succeeding the expiration of said forty-eight hours. Which amendmeut was adopted. Aid. Prettyman moved the l'ollowing aniendment and substitute for Section Twelve : Section 12. Whenever any person shall have been conyicted of owning, nossessing or harboring any dog tbat has bitten suiy person within said city while peaceably walking or ïiding without the enclosure of sucli owner, keeper or harborer, the justice of the peace before whom such person shall have been convicted shall issue au order in writing directing such owner. keeper or harborer of said dog to kill the same within six hours after service on hira of such order. The owner, possessor, keeper or person having in charge any such dog, who shall refuse or neglect to kill it within six hours after having received such order, shall on conviction before the proper tribunal, be Hable to the punishment provided in Section Thirteen of tiiis ordinance, and it shall be the duty of any pólice oflicer to destroy such dog whereyer he shall be found at large in said city six hours after service of said order. Which amendmeut was adopted. Alter which the chair, having stated the question to be: " Sliall this ordinance pass as amended?" Nay- Ald.Taylor.- 1. FK.OM THE PAKK (JÜM3IITTEE. To the Common Uounciï: Your Committee on Parks flnd that nowisthe time to do the necess;iry grading and seeding on the old cemetery crounds. We would therefore recommend that an appropriation of $-50. Oü be made from the Contingent Fund for the necessary grading, etc. Kespectfully submitted. I) F. Allmending::i:, Walteü L. Nays - None. KEl'OKTS OF SPECIAL COMMITTEES. Chairman Brown, of the special committee to whom was referred the Mayor's message relative to the water supply of city, reported progress and asked for further time, which was granted. 11EPOKTS OF CITY OFFJCEKS. Chief Sipley, of the Fire Department, reported that the water gauge at the Engine House had registered from 60 to 70 pounds during the last two weeks. The report was received and ordered filed. MOTIONS AND RESOLÜTIONS. By Aid. Martin: Resolved, That the Clerk notify the Aun Arbor T.-1I. Electric Co. that thelr contract of lighting the city expires December 3tst, 1894; also that the Clerk advertise and ask for bids to lighfc the city for the next ensuing year fvom January lst to December 31st, 1895, with 91 2000 c. p. are lights and two 65 c. p. meandescent lights. Adopted. By Aid. Pretty'man: Resolved, That the Board of Public Works be directed to report at tbe ;iext meeting of the Council estimates for bringing to sidewalk grade the south side of the Cemetery Park; also for the grading of E. University avenue between Prospect street and Packard street. Adopted. By Aid. Prettyman: Resolved, That the grading of East University avenue between Prospect and Packard streetsto the established grade of the street be referred to the Board of Public Works, and the Board be ordered to ask tor bids for suc-b work, and report to the next meeting of the Council. Adopted. Aid. Snyder moved that the Street Commissiouer is herehy directed to give all residences of this city their proper house nutnbers where the iïee mail delivery has been established. Adopted. By Aid. Prettyman: Resolved, That the matter of establishing a new sidewalk and street grade on Kast Huron street, between Twelfth and Thirteenth streets, be referred to the Street and Sidewalk Committees. Adopted. On 'motion the Council adjourned.
