The committee of the board of education on teachers and text books has been re-arranging the rules and regulations of the higli school and will presen' thein to the board at its meeting nexl Tuesday, for approval. The committee which consists of Dr. W. B. Smith aut Junius E. Beal, met witb Supt. Perry and Principal Pattengill last Saturdaj and made a general revisión of the rules of the board, culling out the out-of-date regulations and amending others. When the board acts upon the report o; the committee tliere will be brand new set of rules that can be enforced withoui danger of the faculty being chargec with disciplining with antequated rules One almost uniform change in the rules will be that expulsión will be subject to a two-thirds vote of the faculty instead of at the discretion of the principal alone. This is more easily possible on account of the fact that the teachers hold regular weekly faculty meetings. The rules will aim to give the teachers more authority in the governmentof the school and will doubtless insure better scholarship and better work. It is understood that the report of the committee will be condemnatorv of the so-called secret societies as having a harmful effect on the students. These societies have now been formed among eiglith grade students and even in the ward schools. The board sees that it is absolutely necessary to restrict these societies, although it is not an easy task to draw the line in the matter.
