The constitutional amendinent adopted by the people lust fall inake these provisions in brief: lpt. Any foreigner who took out his first papers before March 8, "1892, is a voter. 2d. Any foreigner who has taken out his first papers since March, 1892, cannot vote unless he has been here live years, and has taken out his second papers prior to election. 3d. Any foreigner who has been here five years must have taken out his first j papers two years before he can eet his ! second papers. It vvill be seen that no foreigner can vote this spring who has taken out Iris first papers siuce March 8, 1892, unless ie.gets f uil papers, and no foreigner can gethis full papers unless bebas had bis irst papers two years. Foreigners who liave liad their first lapers three years aml a month can 'ote f registered. Pive years in tliis country and at least une y.ear in this state are necessary beore a foreigner can get his inll papers dmitting hiui to full citizensliip.
