Their lawlessness begins with the stealing o: fruit, and then the depredations continue until thcy maliciously lestroy property, and commit petty K'ireenyr If the boy is under, 10 years ot age the law forbids that he be sent. to the state industrial school at Lansing, bo the young vagabond can tommit all the small depredations l.e picases and not suffer punishment tor Ihy same. These are the hardest eases to deal with. There is much rcsjjonsibility resting upon the parerth in some of these cases as there l:a;. not been proper home srainlng. There is ome deterent that the comnon council can enforce and that is to adop t an ordinance prohibiting boys from loafing upon the streets nïghts. There is no liabit üke this 10 ïead boys into lawlessness. As latfc a 10 o'clock at night, and even 11 o'clock, boys can be seen apon the main streets. No boy ehould tie peiniitted upon the main streets alter 8 o'clock unless accompanied by ono of his párente.
