Civil Service Rules Extended

Washington, July 29. - The president's order modifying the civil service rules, issued yesterday, is a disappointment to the place-hunters. It was confldently expected that the order would tak? the government printing office and the bureau of engraving and printinsj, in whole or in part, out oí the classifled service to provide places for alxmt 1,000 hungry office-seekers and genorally loosen up the service so that it would not hold water. The result proves that there was no justiflcation for the prodiction, as the order extends the civil service rules over all theeustom houses, including sixty-five which had heretofore been left out. The exceptions are few, being two or three of the higher subordinates in each custom house and internal revenue office.
