Failing to receive this, the public has also the right to demand au investigation of the situatiou and to demand the punisb ment of those who are guilty of such nnprofessioual and inhuman conduct and that their places be filled by those . who are more intelligent and better fit' ted for the duties and responsibilities of such a place.-
