To regúlate the uniformity of text books d public schools throughout the state and the distribution of the same, and to repeal all statutes and acts controvening the provisión of this act: Section 1. The People of the State of Michigaan enact, That the state board of education shall specify the studies to be pursued in the public schools of the state. Provisions shall be made for instructing all pupils in every school in physiology ai d hygiëne with special reference to the effect of alsoholio drinks, stimulants and narcotics generally upon the human system. Provided further, that the text books used in giving the foregoing in8tructions shall have received the j int approvol of the state board of education aud state board of healtb. The state board of education shall prescribe the text books to be used, which shall be uniform throughout the state in each subject that may be taught, but text book once adopted under the provisión of this act shall not be changed withiii five years. Section 2. In the adoption of text book s the state board of education shall be governed by the following rules : First No change shall be made at any other time than in the months of May and Jun of the year 1888, or during the i ouths of May or June at the expiration of each and every five years thereafter, and no change shall be made to take effect until the beginaing of the school term commencing after the thirtieth day of Juce, A. D. one thousand eight hundred and eighty-eight. Second. Within ninety days after the lassage of this act and each and every five team iherealter, the secretary of the state Doard of education shall cause a notice to )e publihed for thirty oonsecutive day in three of the leading daily newspapers of the state that said board are ready to receive sealed bids for any text books or set of school text books. The place where and the day and hour when all bids or roposals will be opened, and tbat the )oard reserve the right to reject any or all bids or proposals. Third. The time and place specified in said notice the board shall meet and pubicly open und read all the bids or proposa's which have been received by them and shall meke their awards thereon within hirty day thereaker. Fourih. All bids or proposals must be accompanied by sample copies of the book or books proposed to be furnisHld, tojether with a statement of the wholesale rice at which the publisher or publishers igree to furnish such book or book to each school district in the state. Filth. The pubheher or publishers whose roposals shall be accepted shall enter into h mr ten contract with the state board of e luca!i ni and shall give a good and suf icient bond in a reasonable sum to be ñxed and approved by the state board of education for the taithful performance hereof'. Sixth. Immcdiately after the adoption ol' Huch text books, the president ot said board of education shall notify the trerfdant ol each school board of the varOU8 school districts in the state by ei reu - ar, informing them of the Btudies and ext books adpted by said board, when iin.l where 8ail books can be obtained and ice to be paid. Seventh. If no satisfactory bids or proosals are reoeived then the said board ohall immediately procure the drafiing and eompiling of a full and complete set of ext books and cau-e them to be printed and bound as is other state printing, the ooks to be furiiished to the school boards of the cities, villages and townships of the state at net oost under such rules as the state board of education may cirect. Eighth. If any city or district refuse or neglect to use any book or books which may be prescribed or use any other text ooks than those prescribed by the said state board of education, shall forfeit all share of the public ghool inoneys until it compiles with the provisions of this act.
