A Democratic Victory In Rhode Inland

Pkovidenc, R. I., Feb. 23.- The special election to flll a vacancy in Congress from the Seoond Rhodo Island dis'rict, caused by the decisión of the House of Representatives that there was no election in November, took place yesterday and resulted in Charles H. Page (Dem.) defeating William A. Pnce (liep.) and Alfred I Chadsey (Pro.), by a pluraüty of 395.
