The Governor saya that in eighty out of ninety-nine counües of tile State prohibition is enforced, and in the i emaininjf nineteen connties it is partí ly enforced; that no property has been depreciated by its enforcemei.t, as saloons makc room for better a id more legitímate business; that the eiforcement of tho law has had no not ceable effect upon the population bey o il causing the romoval f rom the State of some incurable dispensers and perhaps incurable consumers. The effeets of prohibition upon ths general welfare and habits of the people, he says, are decidedly 7h0les0me. Prohibition sentimeat is on the increase, and there is no doubt that prohibition is an established power in lowa.
