A New Chief Justice

Washisoton, April 82.- Bdward F. BinRham, ol Ohio, was yesterday appointed by the President to be Chief Justice of the Bnpreme Court of the District of Columbia, to fill the vacancy occasioned by the death of Judge Cartter.
