A NEW PBN'SION BILL. Madison, Wís., June 11.- A eommittee ol the Grand Army ol the Republic has drafted a Dependent Pension bilí for Bubmission to Congress, and it is now being sent to all the posts. It provides pensions for parents vvhose soldier son left no widow or issus upon showing that the parents are dependent on their own manual labor or the contribution of others for support, the pensions to date f rom the date oí actual dependenee if the claim was flled prior to July 1, 1S80, or from the date of filing when the claim was filed af ter the passage of the bill. It provides that all disabled honorably dischargod veterans who served three months shall receive $12 a month provided their disability is not due to personal habito, na pomnn t,n rfirfivA mnrñ than one pension for the same period, and rank not to be considered. Widows or orphans under eighteen, or ■where there are none, dependent parents of dead veterans may receive the pension provided by law, whatever may have been the cause of death of the veteran, provided, in case of a widow, that she married the veteran prior to the passage of the act, the pension of orphans to be $5 a month, and in case the orphan is insane, idiotie or otherwise helpless the pension to continue through life or during the period of helplessness. Punishment for agents or attorneys aecepting a greater fee than $10 is provided.
