WAsniSGTON, July 2.- A syndieate of New Vork, Philadelphia and Baltimore merchants has been formed for the parpose of obtaining from tho District Government all the money paid by commercial agents for licenses during the last twent-y years. ïheir claim is based on the recent decisión of the Suprame Court. which made tüe imposition of suchlicènses a vlolation of the provisions of the Coustitution.
