JNew okk, July 23.- Judge Larcombe, in the United States Circuit Court yesterday, decided that when the Commissioners of Immigration order that certain persons vvho come to this country add are Hable to be a charge on this country, must return whence taey come, the order is absolute and the court has no j risdiction in the matter.
