New York, Aug. 9.- It is stated that at a conference held on board the United States flag-ship Richmond, at Haliíax, N. 8., last Baturday, Mr. Foster, the Canadian Minister of Fisheries, declared it to be the intention oí the Canadian Government to capture the American schooners Argonaut and French wherever iound. To this Rear Admiral Luce and Consul General Fheian dissented, emphatically stat-" inif the United States would never permit those vessels to be taken outside of Canadian territorial waters.
