"Every peraon of the age of 21 years, who has property hable to assegsment for school taxes in any school district, and who has resided therein three monthe next precediag any school meeting held in said district, or who has resided three months next preceding such meeting in any territory belonging to such district, at the time of holding said meeting, shall be a qualified voter in such meeting upon all questions; and all other persons who are 21 years of age and are parents or legal juardians of any children, included in the ichool cenf-u8 of the district, and who have or three tuonths been residents in eaid district or upon territory belonging thereo at the time of holding any school meetng, shall be entitled to vote on all questions arising in said district which do not directly involve the raising of money by ax."
