San Francisco, Aug. :).- In the applicaion of the Pacific Kailroad Commission to compel Senator Stanford and other ofticers of tlie Central Paciíio railroad to answer oertaln qneetioua tu reg-ard to the expenditnrc of funda lor the parpóse of inluencing legislation, Justioe Field, of the Jnitcd States Supreme Court, yesterday deivered an opinión to the effect thatfhe act of Congreso creating tlie comuiiüsion improperly invites the co-operation of the eourts in an inquirv that is not judicial. The court therefore declined to issue the order the ofticers to answer questions, and further, that it could not issue an order giving the comniission access to the books of the various construction companies.
